本文讨论由一般微分方程确定的时不变线性系统的一类极小能控制问题。首先,通过引入降阶逆向系统揭示了原系统的输入与输出是由某个积分-微分算子联系着的,并利用该算子建立了极小能控制与广义样条的联系;然后在对于输出端的一类较广泛的约束条件下,导出了其输出空间与文[1]的输出空间具有类似的构造性质,从而建立了与文[1]类似的投影公式与递推公式。  相似文献

The Australia Group's (AG's) contributions toward stemming global proliferation of chemical and biological weapons of mass destruction over the last 20 years are noted, in addition to the group's complementary role in effectively supporting the purpose and objectives of the Chemical Weapons Convention (CWC). This report also outlines the organizational and operational means that help accomplish the AG mission and notes the U.S. Congress’ recognition of the role of the AG in countering chemical and biological weapons proliferation. Addressing criticism by some CWC states parties that question the AG's role in nonproliferation, the author also highlights the AG's expanded reach since September 2001 over terrorist activity. Finally,the article identifies a challenge the AG now faces in furthering its objectives and offers a possible solution.  相似文献

In the past decade, governments have increasingly relied on financial sanctions to counter the proliferation of weapons of mass destruction. By targeting not only individuals and entities involved in illicit activities, but also banks that allow transactions to occur, financial sanctions were expected to stanch the flow of funds that support proliferation and compel compliance with international law—notably by Iran. Ten years later, Iran's nuclear program has advanced, calling into question the effectiveness of financial sanctions. Previous research evaluating the effectiveness of financial sanctions has focused on the impact of sanctions on the targeted country or on the enforcement of sanctions by the international community. Little attention has been devoted to their implementation by banks and government agencies. Based on interviews with US and European bank and government representatives, this article argues that the inefficiency of financial sanctions is due to shortcomings in training and information support from governments to financial institutions; governments on both sides of the Atlantic have provided little or no assistance to enable banks to identify patterns of proliferation financing and implement the sanctions regime. To transform financial sanctions into effective nonproliferation tools, governments need to play a greater role in their implementation.  相似文献

Export controls and international safeguards are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of export controls and international safeguards rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.  相似文献

In January 2004 U.S. President George W. Bush and Indian Prime Minister Atal Behari Vajpayee announced the Next Steps in Strategic Partnership (NSSP), a bilateral initiative to expand cooperation in the areas of civilian space activities, civilian nuclear programs, and high-technology trade and to expand discussions on missile defense. Today, India and the United States view the NSSP initiative as a tool to transfer high-technology items to India without compromising U.S. nonproliferation goals. The success of this proposal depends on U.S. efforts to modify its nonproliferation regulations and India's efforts to implement stringent regulations to control the flow of sensitive technologies within its borders. This report examines the Indo-U.S. NSSP initiative and associated agreements, discusses the set of reciprocal steps agreed upon by India and the United States, reviews the extent of technology transfer permissible under existing U.S. nonproliferation regulations, and presents some preliminary conclusions on the NSSP agreement.  相似文献

Because it is a producer and supplier of high-tech dual-use goods as well as a major transit point for WMD-related and military items, Taiwan represents an important case study of national export control systems. Taiwan is not an official member of the major multilateral export control regimes, yet it remains committed to nonproliferation goals. The article explores the strategic trade controls of Taiwan within the context of its nonproliferation policies and commitments. The author discusses the strong and weak aspects of Taiwan's strategic trade controls by looking in detail at key components of the country's export-import control system: legal basis, licensing system, enforcement and compliance mechanism, government-industry outreach, and adherence to nonproliferation treaties and multilateral export control regimes.  相似文献

Current International Atomic Energy Agency safeguards do not provide adequate protection against the diversion to military use of materials or technology from certain types of sensitive nuclear fuel cycle facilities. In view of highly enriched uranium's relatively greater ease of use as a nuclear explosive material than plutonium and the significant diseconomies of commercial spent fuel reprocessing, this article focuses on the need for improved international controls over uranium enrichment facilities as the proximate justification for creation of an International Nuclear Fuel Cycle Association (INFCA). In principle, the proposal is equally applicable to alleviating the proliferation concerns provoked by nuclear fuel reprocessing plants and other sensitive nuclear fuel cycle facilities. The INFCA would provide significantly increased nonproliferation assurance to its member states and the wider international community by holding long-term leasehold contracts to operate secure restricted zones containing such sensitive nuclear facilities.  相似文献

ABSTRACT

While nuclear suppliers compete in markets, they simultaneously partner in other fields. This produces a delicate relationship between civilian nuclear programs and nuclear weapon proliferation. This study explores how export competition affects suppliers’ conditions of supply related to nuclear nonproliferation. We investigated three export cases (India, North Korea, and South Korea) and identified four effects that competition has on the conditions of supply related to nonproliferation. First, under highly competitive conditions, suppliers might hesitate to enforce the conditions of supply to avoid negotiation conflicts with recipients. Second, suppliers focus on politically and economically attractive recipients while mostly ignoring unattractive ones, perhaps allowing proliferation problems to fester out of view in marginal states. Third, suppliers can build consensus on the conditions of supply to avoid being the only party experiencing negotiation conflicts. Fourth, suppliers can constrain others from relaxing the conditions of supply to maintain economic benefits and nonproliferation norms. The first two effects accelerate proliferation while the last two promote nonproliferation. Although the extent of these effects can vary with changes in nonproliferation norms, they can contribute to our understanding of the relationship between nonproliferation and civilian nuclear programs.  相似文献
